I'm looking for a file: PHEN3240.DLL.

A friend has an HP Pavilion 8240 that came pre-loaded with a browser
and email from GTE.net.  Recently he had to re-build windows and finally
he even has the previous browser working. But GTE has become VERIZON and
when trying to get his email, windows states that it needs this file.
