Was a workaround using JOBSECURITY;PASSEXEMPT and ACDs mentioned already?

MANAGER.SYS can create a 3-line job for INETD -c or INETD -k, protect
it with an ACD that grants X access to the desired users and with the
appropriate JOBSECURITY;PASSEXEMPT setting (XACCESS or MAX), they can
then stream those jobs without having to supply MANAGER.SYS passwords.
