There is a patch available (I think) to address MSG files and
FLABELINFO (finfo calls FLABELINFO) versus LISTFILE.  When
a file is being accessed LISTF/LISTFILE get the EOF from a
run-time file system data structure, rather than getting it
from the more static file label. [ MPE tries not to write to
the label on disk as much as is possible (and reasonable). ]
If the file in not being accessed these run-time structures
do not exist, so LISTF/LISTFILE get the EOF from the file
label on disk.

FLABELINFO (and thus FINFO) always go to the file label to get
the EOF regardless of the file's access state.  The patch I
mention above will change FLABELINFO to get more accurate EOF
info from the run-time structures if the file is being accessed.

Hope this helps explain the discrepancies you see,
