OK this is wierd, in a seemingly unrelated problem, we had to turn off Third
Party Indexing(TPI). The printing problem is now, fixed. That is the only
change we have made on the system. I created an ENV file that I was going
to test, but didn't even get to do that before the TPI issue. What would
TPI have to do with printing? Or is there a demon loose in my system. Any
answers would be greatly appreciated. I can't just accept the problem is
solved.

Are these network printers?
Could it be that someone specified a 'setup_file' in the 'global' section
of your 'NPCONFIG.PUB.SYS' file?

I hope someone can help me with this. Anytime I print from the HP, the
output is in a small font. The problem is not printer related, because it
is happening on every printer. The files I am printing have no control
characters, just plain old ascii files. I am simply doing a file equation
to the device I would like to print to, then a print ;out=*t, then
altspoolfile to raise the priority. The files we are printing, are form
letters that desperately need to go out. Someone help please.
