Isn't that for control-b commands?
I thought control A always worked.
Course, without the key, you can shut it down, but not restart it!!!
On a HP929 where this happened, I finally had to power cycle it
go get it to boot. Now I carry a spare key on my keychain for just
such an emergency.

Also, I believe, you need the maintenance/service key/switch enabled.
