Formation does this by post-processing a file with their LPRINT utility,
it doesn't go straight to the printer.  ESPUL can do this, but their
output spool process intervenes to do the magic.  Not sure about others.

But I agree with Jeff Woods, plain PCL just doesn't do this that I know
of.  This is particularly tricky when you go "down one side then back up
and down the other" like 2-up portrait.  You can almost do 2-up
landscape by just defining a page twice as long as you intended
(assuming you count lines and skip the "perf" in between).
