DSR on dial out modem

Hi all,

I am attempting to dial out through JOBRSQ using a standard US robotic modem
on one of my DTC ports.  It tells me that "cannot open *PORT: DSR not
available".

Can anyone offer any insight as to how to enable DSR on the modem?
