Not true with LOGON UDCs.  This feature was put in place to prevent users
from being able to disable system security that relies on logon UDCs.  If
there are logon UDCs at all levels, the system UDC will be executed first,
then the account UDC, and then the user UDC.

Greg,
Just catalog the user's UDC ... It has the "highest priority".
So if you want to override the system UDC  then put it in the user UDC.
