As usual, there's no "best" for everybody.  Here are some ideas:

* A laser jet - but mine only prints BW.
* An ink jet - Epson 870, 1270, & successors - but the ink fades, maybe
even without light.
* An online photo service such as Ofoto.
* Don't print the pictures - keep them on the web.
