Nope, unless the user is the right kind and the "parm=-1" (?) thing is
enabled.

Just chain the system LOGON UDC to a command file for the user. At
Keyport we only had one UDC on the system, a system-wide LOGON UDC that
invoked a pretty extensive set of chained command files to do account-,
group-, job-, and user-specific things (sometimes even LDEV-specific
things). Ken might be willing/able to provide the code.
