Can you describe how you want to use it?

For simply changing BINARY files several editors including free ones like
QUAD are quite happy to edit things like PROGram files, allowing CHANGE
<string> TO <STRING> and the like.

:DEBUG has the ability to 'map' a file into a virtual address range at which
point you can use debug's widowing displays and various commands to view and
change the file.
