Combine this with > 32-bit "large files" in 6.5 and subsequent releases,
and you have to *know* that you have emulated 64-bit space accesses
regardless of processor platform.  If CSY can dictate that
old machines are dying and old MPE releases are dying, why not go full
circle and have an MPE built for PA-RISC 2.0 only.  Would reduce the
code path and improve performance on these releases.
