The "overloaded" 911 systems are overloaded in terms of the phone calls and
the people doing the phone answering.  Not overloaded in a computer processor
sense.  Los Angeles is busy spending millions of $ on new 911 centers but the
$ is going to earthquake "proof" buildings more than computers.
