Could it possibly be that the batch job is simply not only CPU bound? For
example, when waiting for disc I/O, the process would not consume CPU time
but still have elapsed wall time.

Just a thought.

PS: I don't believe that MPE/iX polls DTC ports for activity. The DTC
simply sends some traffic that causes and interrupt to get attention for
the respective user or system process to wake up and handle the input.
