Gee, that sounds remotely like X (pun intended, for those that got it).

But seriously, could some redirection be done via posix /dev/tty or
similar mechanism (if NS dynamically handles pseudo-ttys in some
fashion, which it doesn't now)???

One of the big attractions to MPE (back in the Neanderthal days) was
the ability to :FILE equate something to almost "anything" and it
behaved as expected.  This isn't necessarily true anymore across the
MPE/posix barrier.
