Wirt correctly points out the solution:

If you use QCTERM and Qedit's visual mode a lot, then it would be easier
to add this command into your Qedit configuration file: QEDITMGR.PUB.ROBELLE
this will save having to enter the command every time and it should have no
ill-effect on those users who don't use QCTERM or visual mode.
