Irony aside, it wasn't that blatant.  It was more along the lines of the
method that the Federal government used to control the states' speed limits
when they required 55 mph or the states would lose their Federal funding.
The Federal government has required schools to kowtow to their idea of
education if they want to feed at the Federal money trough.

Nobody said they had to feed at the trough.  Some schools actually do quite well without feeding at the trough at all.  While others who shouldn't be feeding at the trough (becuase of tax status), have been subverted by the availability of "easy money".
