FTP changes modification date

When one copies a file from an HP3000 to another computer using FTP, and
the HP3000 is acting as the server, both the modification and access dates
and times on the source file are changed. Why is the modification date/time
changed, since the file is only copied, not changed? Is this a bug, or am I
missing something?
