Perhaps what Joseph is thinking about is the ability to run a program (whether
directly by a RUN command or via the CREATE and ACTIVATE intrinsic twins) from
another program. For example, if one is running MPEX or QEDIT, it is possible to
execute another program because both of these program files have PH and reside
in a group that has PH as well.

It did not appear to me that this was Gary Sielaff's problem. He was getting a
security violation.
