i dug thru my sig sysman notes looking for anything about sysstart. i didn't
find anything but i'm going to add this issue about sysstart to our list of
'things'. if nothing else, the documentation for sysstart and what sysstart
will actually pay attention to must agree. they obviously don't. we'll also
ask that 'newjobq' and 'pause' be added. any comments? - d
