Probably that the program file says it needs a capability
that the group/account or you don't have.

Try:

   :linkedit
   listprog foo.fum.fie      (where foo.fum.fie is the program name:)
   exit

that should list the program capabilities, and a whole lot
more (be ready to hit control-Y):

Example:

:linkedit
LinkEd> listprog splash.pub.splash

PROGRAM        : SPLASH.PUB.SPLASH
XL LIST        :
CAPABILITIES   : BA, IA, DS, PH
NMHEAP SIZE    : 30000000
...

Then, check the capabilities of the group & account
the program is in (listgroup pub.splash, listacct splash).
