Your plan was fine except for one factor - the SKIPEOF.

SKIPEOF does not work on labelled tapes. Instead you have to declare the location of the file in the file equation, in the LABEL parm -

file xyz;dev=tape;label="XXXXX",ibm,,3    - 3 indicates the the third file on the tape
