IMAGE/SQL Creating DBE Environment errors

I think I am missing something here.  I created a DBEnvironment and ATTACHED
IMAGE database to it.  I then purge the DBEnvironment using PURGEDBE via
SQLUTIL.  I then wanted to re-create this DBEnvironment and received the
following?

isql=> START DBE 'NCPDBDBE' MULTI NEW;
File System Error - FSERR (0).  (DBERR 3061)

I have a feeling I am doing something stupid.  Any help would be
appreciated.
