If the election officials refuse to report (or are legally prevented from
reporting) their counts until the votes are half counted, fully counted,
certified, or even 24 hours old, nobody's First Amendment rights are
violated.

We ought not prevent the news agencies from "inventing" forecasts based on
exit polls - that would be infringement of such rights.  On the other hand,
voters ought to be (doesn't imply they are) smart enough to realize that the
network forecasts are not likely to be accurate.
