Fat chance (for 2&3).  It takes a 2/3 majority in the House and the Senate
to pass a constitutional amendment and 3/4 of the states to ratify
it.  Considering that Bush is almost certain to finish up in the White
House and the Republicans will have (slight) majorities in the House and
Senate, how likely do you think it is that these politicians will vote
against a system that put their boy in there - contrary to a popular
majority, to boot!

As for 1, there are ALWAYS movements to reform the election process, but
they don't usually get anywhere.
