Dave,

  Although each second still passes at that rate, the system
clock is taking a slight bit longer to increment itself.
For example, although one minute of time (your pause 60)
takes one minute, the system clock may take 65-70 seconds
to increment to the next minute.  So, you paused 60 seconds,
but the system clock had slowed sufficiently such that you
were still on the same minute (02:00).  So, the stream command
processed immediately as the time matched to the minute.
During a slowdown of the system clock, you'll need to pause
longer than the amount of time it takes to increment the
system clock by one minute.  To be safe, change your pause to
300 seconds (which is way longer than necessary, but...).
