Another story I heard, was someone figured out a way
to send a Control-A "SHUTDOWN" followed by
a carriage return via the TELLOP command,
which was why HP made the modification.
Either that or it was some other nasty command that
put the console in Classic maintenance mode via
TELLOP.
(And yes, Control-G is NOT an escape sequence, it's an ASCII character.)

A couple of quick notes. First, I believe that TELL and WARN disallow
*all*
escape sequences *except* those which affect the text attributs (ESC &d...).
Also, the problem is somewhat more serious than just playing tricks on
newbies.
With the right escape sequences, one can execute commands on the victim's
terminal and remove the evidence . . . commands such as
:ALTUSER ME.OVERHERE;CAP=+SM
