Inetd was available in 5.5.
My guess is that inetd cannot find the inetd.conf file.
You will need to link /etc/inetd.conf to the equivalent MPE file in the NET.SYS
group.
For this you will need the NEWLINK command.
:NEWLINK /etc/inetd.conf, INETDCNF.NET.SYS
Make sure inetdcnf.net.sys exists, you may just have a sample file (inetdsam)
which you will have to rename.
Kind regards,

Check the services.net.sys file.
Check the protocols.net.sys file.
However, more importantly, I didn't think INETD was introduced until 6.0
