ALLOW User.Account;commands=<command> allows the specified command only if
User.Account is logged on when the ALLOW is issued.  Once the user logs
off, the permission evaporates.  ALLOW @.@ grants permission to all users
whether they are logged on or not.  Permissions granted with ALLOW @.@
evaporate when the system is restarted.

I think that is true even if the ALLOW command is in the SYSSTART file
