The big issue here is that we are already trying to place blame when we
don't even know the whole story.  If the explosives were contained on the
inside of the ship comming along side how are we supposed to check that
unless they board it.  The big issue should be how do we stop this from
happening again.  Trying to place blame on a guard who doesn't know what
who is coming to lead them in other then the fact that they will be on this
boat is looking for a scapegoat.  Speaking of the Pearl Harbor attack.  The
main reason that Congress is trying to give honor back to the commanders is
because the fault doesn't lie entirely on them.  Washington had received
information that an attack on Pearl Habor was likely and yet sent the
information by basic mail rather then by special dispatch.  Nor did
Washington order tighter security with that knowledge.  Until we know whose
fault it is we can't blame a guard with an M-16 when he appears to be the
easiest person to lay blame on.
