I talked to the same people about this a couple of years ago.  Technically
it is doable, but as Rich has mentioned, Cognos will be all over you like,
well you know.  In any case, you can't sell this as a product without
getting into a tremendous legal battle.  You can however sell it as a
service, people hire firms and contractors to move systems from one
language to another all the time.

I did some test marketing on this before, and as much as people complain
about the cost of Powerhouse, most of the shops using it have programmers
that aren't very proficient in any other language, so there are a lot of
costs involved that are hidden.
