Thanks to all that replied and offered advice and commentary
on my problem.  As many of you pointed out, the quiz
sysdate function applies the adjustment for daylight saving
time based upon the TZ variable setting.  As our firm does not
adjust clocks for DST this caused quiz reports using
SYSDATE run after 23:00 system time to act as if it was the
next day.  Note that SYSTIME is NOT affected by this, the
reports were showing D+1 H+0, indicating the proper time but
the following day.

The solution that worked was to set the variable TZ to EST5
(SETVAR TZ "EST5") and then to modify the system UDC to
insure that this was properly set for every user.  If someone
has a way to set this variable for every system user and job
without using a UDC I would very much like to have the
alternative method explained to me.

Some of you indicated that I needed to modify a file called
TZTAB.LIB.SYS. by adding an entry for EST5. I didn't do this
and yet all seemed to work as expected when the TZ was set
to EST5.
