So, if I do this then my problem "should" go away?
SETVAR TZ=EST0
Since my reference time (which I believe to be the hardware
clock) is set to EST the offset is 0. Since we don't follow DST
then the absence of the third argument means that DST is
ignored. Have I grasped this correctly?
