OT : WIN 98 comes up with not shut down properly

My wife build a Intel chip PC(700 mgz).  She installed windows 95 and
Immediatly  upgraded to WIN 98.  Everytime the system is restarted it
say "windows not shut down properly" and goes into SCANDISK.


Any help would be appreciated.
