you  should  consider,  as well, that (whether we like it or not)
scuba divers *may* be a perturbation in nursery areas ...

some   field   experiments   have   been   carried  out  in  the
Mediterranean:  none  has  been  allowed  for 4-5 years into certain
nursery  areas  ...  the results were very good as recruitment in
many  coastal species increased significantly.
