FCOPY was the program designed to to exactly this. You do need to know
however some basic information about the data stored on the tape. Is in ASCII
or EBCDIC? What's the blocking factor? And what's the record length? And do
you need to skip over a certain number of files or records first?

Once you determine all of this, FCOPY will let you read the file with equal
measures of aplomb, elan and verve.
