I can highly recommend JMS3000.

We have used it for over 10 years.  It's very capable, the support is
excellent, and the price was reasonable.

In addition to scheduling regular jobs, it "traps" and manages streamed
jobs. Just last night it saved my butt after a start norecovery removed
mpe queued jobs.  JMS had made a copy of the jobs and recovering them was
a matter of issuing a simple command.

After MPEX, JMS3000 is #2 on my list of must have utilities for the
HP3000.
