I suspect that in many installations, if the network link to the 3000
is down, so is the link from the 3000 to the DTCs to which those
serial terminals would be connected. Alternatively, there's a good
chance that many users "close" enough to the 3K to be using serial
terminals are also "close" enough that network fault isolation to
disconnect the source of the trouble from the 3K will leave them
inside the isolation boundary, such that they can keep using the
network to talk to the 3K.
