Were you logged on as MANAGER.SYS or MGR.PERL? I suspect you were on as
MANAGER.SYS.
When installing Perl add-ons, I like to be logged on as MGR.PERL.

It should have worked OK, if you were using MANAGER.SYS.

No, don't alter any permissions on the Perl directories. MANAGER.SYS don't
need no stinking permissions to install stuff! ;-)

You could probably re-install from MGR.PERL. But this would only be a cosmetic
change, resulting in files owned by MGR.PERL instead of MANAGER.SYS.
To summarize: when installing stuff into the PERL account, it's best to be
logged on as MGR.PERL. But MANAGER.SYS will work, and is sometimes even
required for fancy packages like mod_perl that need to install stuff in more
than one account (i.e. PERL and APACHEFW).
