Jim,

What this probably means is that Predictive IS running and trying to
exchange data with HPRC. However, since your ldev 21 is hung, predictive is
unable to open the port.

You can check to see if Predictive is currently running in
:PSCONFIG.PRED.SYS. To stop a current run you can try:

   :run psconfig.pred.sys;info="STOP"

or you can just run PSCONFIG and navigate the menus.
