I think, It depend upon what are you looking for , Cognos and Speedware are fast developement tool than COBOL.

But, more complexity add on to the Logic, COBOL is better than any other 4GL tool.

I have a friend who likes to say the best software is the one you know how
to use the best!

IIRC, perl was banned from some lanquage coding challenge somewhere
because it kept beating all others by a landslide.  But, my view of the
world suggests that Java is rapidly becoming the language to know best.
