You can set this variable thus:

Right click 'My Computer'
Click 'Properties'
Click the 'Environment' tab
At the bottom of this window you will see:
        Variable:
        Value:
Type the variable name:         FULTEMP
and value:                      C:\TEMP
        (or whatever temp folder you wish to use)
Click 'Set'.

This procedure creates the necessary 'Environment Variable' for you.
