I use this all the time -- you basically have two options (one which
requires rebooting...)

first, the standard "win9x is really DOS, but they don't want to let you
know that" way -- add it to AUTOEXEC.BAT like any other "systemwide"
environment variable [note: on NT you set this via a control panel applet,
but that wasn't your question ;) ]

Or, the more transient method is to create a "startlrm.bat" file that
contains the lines:

    C: [a generally wise idea if you have multiple drives]
    CD \LROM
    SET FULTEMP=C:\TMP [or C:\WINDOWS\TEMP if you prefer...]
    LASERROM.EXE

then as a desktop "shortcut", you "link" to the batch file instead of
LASERROM.EXE directly.  Clicking this shortcut/link starts a DOS session
which sets the variable, then "from" that session starts the laserrom
program.  From the perspective of this "session", the variable is indeed
"set".  Exiting the program returns to the batch file, which in turn exits
thus closing the "Dos" window that's created for the "session".

OTOH: the good news is that if you have a "cd jukebox/server", you can
"share" the drive that contains the CD amongst everyone in the building.  My
LASERROM.INI file looks something like this:

   [ServicePaths]
   CDPATH1=L:\LROM.SVI

   [CustomPaths]
   CUSTPATH1=C:\WINDOWS\

   [PrinterSettings]
   SELECTED_PRINTER=HP LaserJet 2000,HPPCL,\\Eagle\pp
   SUPPRESS_GRAPHICS=0
   PAGE_BREAKS=0
   PRINT_DOC_IMAGE=0

Note in particular the "servicepaths" heading -- I have a virtual drive "L:"
[for "Laserrom"] mapped to the CD server.  I could just as easily put
"\\AXIS39338d8\LASERROM\LROM.SVI" in that line and done away with the hard
mapping to drive L:, but this has been "in use" since I've been on win
3.1...  (the "cd jukebox" we have automatically creates shares with the name
of the "volume" mounted on each drive...)

Likewise, my printer setting is going to our HP running Samba for
printing...
