Security/3000 from VESoft has an ENCRYPT and DECRYPT command.
I would assume that Security/3000 would be required on both
the "from" and "to" machines.
The command is quite old and I don't recall how good it is,
(it may even be old enough that the encryption method is
little known.)

A few weeks/months ago, there was some discussion here about a version of
PKZip/UnZip running on the HPe3000. I would therefore suggest that you
search the archives for this thread. Sorry not to be more precise, but my
memory has its own limits.
