Found this on the HP IT Resource center (by searching for "telnet patch").
It does refer to 5.5, but I remember from the 6.0 upgrade that this patch
had to be reapplied; although it may have been renamed.

Problem Description
My remote telnet sessions are hanging, but local
sessions are not.
How can I resolve this problem?

Operating System - MPE/iX
Version - 5.5
Hardware System - PA 3000

Solution
We recommend that you apply the following current
telnet patch to your system to resolve this issue:
PTDFD37
Note: Patches may be superseded; be sure to load
the most current version.

We are using MPE/IX 6.0.
We have two kind of users: local users and remote users both using
reflection.
Remote users using telnet over a router network (cisco) have the following
problem: after a few minutes of working (or not working(?)) the emulator
gets locked but the session remains established on the host machine. Then we
have to do an ABORTJOB to ends the telnet session.
As we control the amount of sessions each user can have, we are always
having phone calls from the users in order to get connected again.
We havent't been able to reproduce the situation on local access.
Any idea how to solve this problem?
