Nope. System console doesn't count against the user limit either.

One thing that DOES count are users that have connected as sessions, but not
(yet) logged on. Do a :SHOWDEV and if you see terminal devices UNAVAIL SYS#1
they do count against the limits. They'll time out (based on your connect
timeout in sysgen) if they don't eventually log on, but in the meantime they
are using one of you user-licenses.
