Installing Samba/ix

I have followed the instructions on downloading and installing samba/ix
found on 3k.com.  I am getting an error when I stream setupj.  The error
occurs in the line:

newlink /usr/local/samba , /SAMBA/PUB

After checking, I found that I don't have a subdirectory /local under /etc.
I wonder why I don't and what I need to do to fix this, just mkdir or is
there something else missing?
