Gary,

   We faced the same thing a few years ago.  We originally had PowerHouse
on a series 42.  When the 950 and later 969 came along, we decided that the
upgrade fees were just too high.  We no longer use PowerHouse because we
decided that a one-time conversion was going to be less expensive than
upgrade fees throughout the years.  (We didn't do enough development for
any kind of productivity issues to impact the decision.)  Start thinking
about it as disposable software.... you use it for a while, then throw it
away because it's too expensive to repair (upgrade).

   I don't want to start another "thread from hell", but.....   There are
pluses and minuses for tier vs user license structures.  In my mind, Cognos
charges *way* too much for their upgrades.

When you have no choice about upgrading your hardware, (937) and you are
not going to upgrade your user license, why does Cognos jab you for an
upgrade fee?

             It ain't right......
