You don't say if the response was from a US company or not. Lets see if I
can make a general stab at what is going on. Different countries have
different laws and licensing concerning how business is to be done. Because
of these differences many companies choose to do business in only one
country, which is usually the country they based in. Have also seen cases
where two countries will have similar laws for doing business if based in
that country. When a business tries to come in from another country then
there are additional special laws that must be adhered to. This narrows the
profit/ loss margin and could make it not worth the companies time. In
summary, it's politics.
