I believe what happens is the file you put into sysgen for autoboot,
is copied to tape (when you create an SLT) as AUTOBOOT.MPEXL.SYS.
You will have to UPDATE from the SLT to get the new AUTOBOOT.MPEXL.SYS file
installed
(which I believe is protected via the FPROTECT file in PUB.SYS; so you can't
just edit it).

You also need a <CR> (%15) at the end of your line.
"START NORECOVERY<CR>"

The ISL switch lets you enable/disable its use.
